CHINA-BASED DRUG CONSPIRACY 2

These individuals are wanted for their alleged involvement with a scheme to facilitate the flow of illegal drugs and cutting agents to the United States. It is alleged that businesses, purporting to operate as online pharmacies or chemical companies that sell legitimate pharmaceuticals and chemical compounds around the world, knowingly and illegally marketed and exported to the United States controlled substances and other compounds intended for domestic drug traffickers to use as mixing agents (also known as “cut”) to increase the yield and potency of fentanyl distributed in the United States. These twelve individuals, located in China and affiliated with the Guangzhou Tengyue Chemical Company, LTD., allegedly assisted various companies and other entities with distributing "cut" to the United States and collecting the proceeds of these sales from individuals in the United States for ultimate deposit in financial institutions located overseas. This allegedly occurred between approximately January of 2022, and approximately August of 2025, in southern Ohio and elsewhere. Federal arrest warrants were issued for these individuals on September 2, 2025, in the United States District Court, Southern District of Ohio, Western Division at Dayton, Ohio, after they were charged with Conspiracy to Distribute and to Possess with Intent to Distribute Controlled Substances and Conspiring to Launder Money Internationally.
